LICENSING
2 year license:
All licenses are issued based on a two year renewal period. 

Individual
:
 For individual licenses the department is converting to a birth month renewal system. Individual licensees will be required to renew their licenses by the end of their birth month that falls on or after the date of issuance or previously scheduled renewal date. This may result in their renewing anywhere from 24 to 35 months from their issue date or latest renewal date. Once converted, renewals will then continue to be every two years at the end of the licensees birth month. 

Organization:  The conversion does not apply to organization licenses.  Organization licenses expire every two years from the date of issuance, on the last day of the month.

   Resident and Non-Resident Producer License Applications can now be done electronically!  This applies to both individual and organization license applications.

LICENSING INFORMATION BULLETIN
    This Bulletin provides licensing information about exams given on or after December 1, 2007.  It contains a detailed description of how to prepare for your exam, apply for your license, schedule/register for your exam, and what to do after taking it.
 

FINGERPRINT REQUIREMENT
     Effective November 30, 2007, the Utah Insurance Department began requiring all individuals applying for a resident insurance license to be fingerprinted. Fingerprinting is to be done at a Prometric test center, using “live scan” technology. This will electronically capture and transmit the applicant's fingerprints to the Utah Department of Public Safety, Bureau of Criminal Identification (BCI), for a criminal history background check. Effective May 16, 2008, the digital fingerprints are also forwarded electronically to the Federal Bureau of Investigation (FBI) for a federal background check.

     The applicant will be required to pay a $34.25 FBI/BCI fingerprint submission fee ($19.25 FBI/$15.00 BCI). The $34.25 fee is to be paid by credit card in a secure online environment at the test center at the time of license application and fingerprinting. In addition, there is a separate $20 processing fee required by Prometric. The $20 processing fee must be paid to Prometric at the time of registering for your fingerprint appointment.

LICENSE FEES

  • Fingerprint Submission Fee: $34.25  (+ $20 Prometric processing fee)

  • There is no fee for letters of certification or duplicate licenses.

OTHER FEES

  • Paper application processing fee - assessed on a non-electronic application when the department has provided an electronic application process and stated the electronic process is the preferred process for receiving an application - due with each paper application or by the due date on the invoice:  $25. 
  • Address correction fee – assessed when department has to research and enter new address for a licensee – due by the due date on the invoice: $35.

EXAMINATION & LICENSING PROCEDURES
     When an individual completes an exam registration form and forwards it, together with the exam fee, to Prometric, Prometric will send written notice to the candidate of where the exam may be taken and how to schedule the exam appointment.  The easiest way to register for the exam is online.  Candidates failing the exam may reschedule another exam by reregistering with a new registration form and paying another exam fee to Prometric. 
     Candidates may no longer submit a license application for pre-screening purposes prior to taking the examination.  All license applications are to be submitted after successfully passing any required examinations.
     Note: Passing an exam and submitting an application does not guarantee that you will be issued a license. Issuance of a license depends on review and approval of all license application materials, including application questions regarding any prior civil or criminal proceedings. Read the application carefully. Failure to disclose civil proceedings and all criminal convictions, whether a misdemeanor or felony, and any pending charges, may result in denial of your application or revocation of your license after issuance.
     If your license application is denied, you will be notified in writing of the reason for such denial.
     After passing the exam, complete and submit your license application electronically, and pay all required nonrefundable fees with a credit card.  You can apply electronically from your home or office at . Sircon will electronically forward your application and all fees to the Department. After review and approval, the Department will then mail your license directly to you at the address provided on the license application.
     Applying electronically is faster, less costly to you, and is the Department’s preferred method.  The option to apply by paper is still available, but, paper applications will be assessed a $25 Paper Processing Fee in addition to the normal licensing fee. To apply by paper, a hard copy of the application form can be printed out from the Department’s Web site at www.insurance.utah.gov, then completed and mailed, along with a personal check or money order for payment of the required, nonrefundable fees, to the Utah Insurance Department at Suite 3110 State Office Building, PO Box 146901, Salt Lake City, UT 84114-6901. Payment by credit card is no longer available for paper applications.
   You can print multiple copies of your license within 30 days of the issuance of the new or renewal license date. There is no fee. Just go to
www.sircon.com/utah.
   Company appointments do not need to accompany the individual and exam applications and the license fee, but the applicant cannot act as a producer until the appointment process is complete.
     The license renewal application will be mailed to the agent's business address.

     Adjuster License:  The exam is waived if the following qualifying conditions have been met:

  • Adjuster license applicants who have earned the Associate in Claims (AIC) designation, or have successfully passed AIC Exams #33 and #34, or #33 and #35, or #33 and #36. The AIC examinations are administered by the Insurance Institute of America.
  • Adjuster license applicants who are members of the Utah State Bar.
     

COMPANY APPOINTMENTS
     Company appointments are now done electronically by the insurer through or an NIPR authorized business partner.

VARIABLE CONTRACTS
     An individual must have an Individual Resident or Nonresident Insurance License and a current Central Registration Depository (CRD) report shows the producer "Approved" to do business in Utah.  This report is obtained from the producer's broker/dealer.

LIMITED LICENSE APPLICATION
    Submit the Individual Application form and license fee in the amount of $52 to obtain a limited license.

TRANSFER FROM ANOTHER STATE
    
90 Days or less:

          Step One - Cancel the resident license in your previous
                            home state.

          Step Two - Establish residency in Utah and have evidence
                             that you have been here for not more than
                             90 days (some examples are: mortgage
                             agreement, a lease agreement, a utility bill in
                             your name that shows a start date, a
                             Utah driver's license with an issue date).

           Step Three - Apply to the Utah Insurance Department with
                             the proper applicationfees, fingerprint
                             requirement, evidence of Utah residency, and
                             evidence of good standing from previous state
                             at the time of license cancellation, such as a
                             Letter of Clearance (not more than 90 days old)
                             or electronic verification through the NAIC
                             Producer Database (PDB).

     90 Days to 365 Days:

          Step One - Cancel the resident license in your previous home
                             state.

          Step Two - Establish residency in Utah and have evidence
                             that you have been here for not more than
                             365 days.

          Step Three - Take the Laws and Regulations Exam.

          Step Four - Apply to the Utah Insurance Department with
                             the proper applicationfees, fingerprint
                             requirement, evidence of Utah residency, and
                             evidence of good standing from previous state
                             at the time of license cancellation.

       After 365 Days: Take the proper exams and apply as a first time applicant.

NONRESIDENT LICENSING
     An individual or organization must submit an application for a nonresident license. See and NIPR for electronic application and instructions.  A $25 paper application processing fee - in addition to the licensing fees due with each paper application - is assessed on all non-electronic applications.

RENEWAL OF LICENSE
      A renewal application is sent to every licensee about two months prior to the expiration date. For resident electronic renewals, go to .  For non-resident electronic renewals, go to or NIPR.   Electronic renewal is available 24/7 until 10 pm Mountain time on the date of expiration.
     All appointments are canceled 30 days after the renewal date if the license is not renewed. A licensee that fails to renew a license before the expiration date is entitled to reinstate that license for a period of one year from the renewal date but will be charged an additional $50 late renewal fee. A licensee is responsible to notify companies he or she is appointed with, of the reinstatement of their license and request a new appointment. Agencies are also responsible for reinstating all designees to their license.
     A licensee who fails to reinstate a cancelled license within one year of the renewal date is required to apply for a new license as if they were a new applicant.

TERMINATION OF APPOINTMENT
     Termination of appointments are now done electronically by the insurer through or an NIPR authorized business partner.

CONTINUING EDUCATION (CE) REQUIREMENT
      The following C.E. requirements are for all Utah residents producers and adjusters, excluding title producers.  Non-resident producers and adjusters whose home state does not require C.E. must comply with the following Utah C.E. requirements.
      Beginning January 2006,
24 hours of continuing education will be required, of which:

  • 12 hours must be in the classroom;
  • 3 hours must be in ethics training; and the remaining 21 hours can be in any line of insurance.
  • All 24 hours must be approved by the Utah Insurance Department.

      Producers holding and maintaining the following designations are deemed to have met the CE requirements: CLU, ChFC and RHU with completion of the PACE program; CPCU with completion of the CPD program; and CFP, REBC, CIC, ACSR, CRM, SOFE, or IRES with completion of their continuing education requirements.
     A course calendar and provider list is available on our web site. Proof of completion of continuing education hours must be kept on file with the agent. The Department will conduct random audits of agents by mail to verify their C.E. hours.  The certificates of completion they have accumulated from the C.E. courses they have taken, must be submitted to the Department within 21 days from the date of the audit letter.  
     A nonresident agent who has complied with continuing education requirements in his/her home state is not required to complete additional C.E. for their non-resident license in Utah. If the nonresident agent's home state does not have a continuing education requirement, the nonresident agent must comply with Utah C.E. requirements.

DUPLICATE LICENSE
     Request for a duplicate license can be made via the Request Form for License Change form.  There is no fee.

CHANGE OF ADDRESS
     Section 31A-23a-412 of the Utah Insurance Code requires all licensees to notify the Commissioner in writing, within 30 days, of any change of address or telephone number.
     Producer licensees should process their own license changes electronically via .  Doing so electronically is the preferred method and is faster.
     All correspondence from the Department is mailed to the licensee's business mailing address on file with the department. If a PO Box is used, a street address must also be furnished.

LETTER OF CERTIFICATION
     The department no longer issues letters of certification.   Licensees can now obtain letters of certification electronically through the Sircon Corporation.  To do so, go to , and click on the link entitled, "Request a letter of certification."   
      Many state insurance departments are no longer requiring letters of certification, as most are utilizing the Producer Database (PDB) through the National Association of Insurance Commissioners (NAIC). 

LETTER OF CLEARANCE
      A Letter of Clearance is generally requested when the resident producer is leaving the state and wishes to be licensed in another state.
      To obtain a Letter of Clearance, send a letter to the department requesting that your Utah license be cancelled and that you be provided with a Letter of Clearance. Be sure to include the address to which you want this mailed to.
